Can anyone here explain "DEAD USB MODE"?

I'm trying to flash my phone and I'm wondering what's this Dead USB Mode about. Do I have to turn off my phone when using this? 'Cause it says something like that. Uhhh, I guess this applies in any flashing software but I'm using JAF and Phoenix and SFI. :D
