ATP isn't. It seems like a silly thing to say because people associate it with ATP production, but the only ATP-like molecule produced is one GTP. The purpose of the TCA is to further break down Acetyl Co-A, and this occurs by forming CO2 to remove carbon; and produce more electron carriers NADH and FADH2 are both made during the TCA. Oxaloacetate and alpha-ketoglutarate are both intermediates in this process. ATP itself is never a direct product of the TCA, it is made before during glycolysis and most is made after during oxidative phosphorylation.
