13 MPG in my 2000 Grand Prix GTP?

I know it's a 3.8 and the supercharger uses a but more gas... But it should be at 28 MPG at it's best... I don't know anything about cars, and I was wondering what would be making it get such bad gas mileage... It's in great shape, but obviously there's something I don't know that's happened
